NECS Implementation

The key to NECS implementation is the involvement of industry stakeholders together with jurisdictions so that the NECS is a system that industry wants to and can use.  The proposed National Implementation Strategy has been discussed by the National Consultation Forums, as well as with the state project teams and the national project tems along with the National Business Model, to ensure that NECS works for business and government stakeholders across Australia. It maps out a four year timeframe for setting up, building and rolling out NECS across Australia.  It consists of four stages:

Set-up 

Extensive consultation has been a key element in the set up phase of NECS. 

The set-up phase also involves:

  • a risk assessment and regulatory review
  • setting fee levels and endorsing a funding model
  • protecting intellectual property
  • determining ongoing governance arrangements for application once the NECS is built and commissioned
  • preparing a detailed implementation plan
  • a preliminary evaluation of the suitability of the Victorian system to provision the national system and, if necessary, a determination of how the Victorian system would be acquired.

Building

This covers establishing the NECS as well as putting the ongoing arrangements into place for its governance and operation.  This stage includes:

  • provisioning the NECS from available systems and if necessary purpose-built developments
  • putting communications and security arrangements in place
  • rigorously testing all components
  • progressively commissioning the NECS with pilots in each jurisdiction
  • setting NECS to work under ongoing governance and operating arrangements.

Readying

During this phase, arrangements will be put in place in each jurisdiction as required to be ready for its industry participants to use the NECS.  This stage includes (where relevant):

  • passing enabling legislation
  • specifying jurisdiction-specific requirements
  • building titling and other system interfaces
  • making arrangements for registering and accrediting users
  • licensing service providers, integrating third-party software suppliers, negotiating practitioner requirements
  • developing user support capabilities
  • creating stakeholder awareness and ensuring industry support.

These requirements will be incorporated into a Readiness Plan for each jurisdiction.

Converting

This is the process each jurisdiction must adopt to engage with industry participants and ultimately change their practices from paper to electronic conveyancing. This stage includes close liaison with industry and practitioner associations, individual practitioners and other industry participants, to progressively secure credibility, confidence, co-operation, commitment and conversion.

Each jurisdiction will have a specific Communications and Conversion Plan.  The converting phase runs parallel to the set-up, building and readying stages, and comes into its own once the NECS is available for use in the jurisdiction.
