National Electronic Conveyancing Office

The National Office was established by the State and Territory governments in August 2005 to establish and support the National Steering Committee in the development of NECS.

The Office is funded by contributions from the States and Territories.

it is situated in Melbourne, with Simon Libbis as its Executive Director.  Simon was Registrar-General of South Australia before taking on his new role.

What we do

The Office has the tasks of:

  • Establishing and supporting the National Steering Committee to give strategic direction to the system's implementation
  • Facilitate the operation of SPT and NPT to provide the Steering Committee with advice on key aspects of the business model and its implementation
  • Consulting widely within industry and government with a view to securing support for and commitment to the business model and implementation strategy
  • Securing independent advice for the Steering Committee on risk, regulation and operational governance of the system
  • Developing a funding model for the system's commercial operation as a service to all industry participants
  • Preparing detailed plans for the system's provisioning, testing and commissioning 
  • Working with LIXI to develop national electronic data standards

Who We Are


Executive Director, Simon Libbis

Simon Libbis was the Registrar-General of South Australia before taking up his current position as the Executive Director of the National Electronic Conveyancing Office (NECO). Prior to that he had been a legal practitioner in Melbourne specialising in property law. He is the author of a number of books on property law and has had an extensive involvement nationally in the introduction of electronic land dealings.

Simon Libbis


Operations Manager, Ann Kinnear

Ann Kinnear manages the Office’s consultation processes. Ann is an experienced legal practitioner with further qualifications in business administration and workplace training.

She has professional experience over a wide range of areas including running her own practice and working in other legal firms, working with the Law Institute of Victoria in the management of legal practices in receivership, teaching law and conveyancing at RMIT Business School and as the Research and Legal Policy Officer for the Legal Practice Board. Ann is also undertaking her Master of Laws at the University of Melbourne.

Ann Kinnear


Administration and Communications, Colleen Marks-de Sa

Colleen Marks-de Sa is the Administration and Business Manager and is responsible for our website, communcations, accounts and HR functions. Colleen was formerly the Personnel and Administrative Supervisor with Smith Bits, a multinational oil and gas services company, based in their Middle East Regional Office from 1999 to 2005. She holds a Masters in Business Administration through the Wollongong University, Dubai Campus.
