• The NECS Issues Register was developed and published on the NECS website.
• COAG announced its support for a single national electronic system by including it as one of the 27 seamless national economy reforms. It has been acknowledged that the current work of the NECS National Steering Committee and the National Office will make a valuable contribution to the COAG reform and should be continued.
• Work continued on the development of the National Electronic Conveyancing Data Standards (NECDS).In December 2008, two sets of requirements – NECS to land registry transactions and client to NECS transactions – were completed in draft form.
• At its 28 August 2008 meeting, the National Steering Committee endorsed the National Office’s Forward Work Program, including the continued development of the NECS Requirements Definition (NRD) and uniform supporting business practices in all jurisdictions.
• The National Office obtained independent expert advice from Clayton Utz on Consistent Business Practices and Digital Signature Certification for NECS.
• In June 2008, the National Office and the NSW Department of Lands established panels of Contracted Service Providers to support and progress the development of NECS.
• The National Project Team met several times from May 2008 to agree a Charter and begin work determining consistent business practices for NECS. In August 2008, the National Steering Committee agreed to expand the NPT to include a representative from professional indemnity and fidelity fund insurers.
• On 15 February 2008, interested stakeholders met in Canberra to agree on the structure of a National Project Team to formalise industry input into the development of NECS. The NPT was established to make recommendations to the National Steering Committee on NECS system requirements, business practices, supporting arrangements, risk management and implementation planning.
• Work continued on the development of the NECS legal framework through consultation with the jurisdiction representatives.
• The NECS Requirements Definition (NRD) was progressed through discussion in the State Project Team (SPT) meetings and industry consultation. This consultative work resulted in further refinement of the NRD, with the most recent version released in September 2008. The SPT focussed its work on NRD functionalities relevant to the land registries.They agreed on a methodology to consider each of the relevant requirements in more detail.
• Further work was done on the draft NECS Funding Model. The model will consider various proposals for the initial capital investment required by NECS in its early stages.
• The National Business Model was further revised to reflect stakeholder consultation and the work of the National and State Project Teams.
• All jurisdictions continued to be actively involved in the State Project Teams (SPT), with national meetings increasing in frequency and duration in the second half of the year. The SPT continued to work on national documentation issues with agreement reached on draft principles to guide the development of a consistent approach to business practice requirements.
• The National Office continued to consult widely with key government and industry stakeholders:
o issue papers were made available for comment on the NECS website
o industry software providers and suppliers were engaged in the development of the National Electronic Conveyancing Data Standards (NECDS)
o information brokers were consulted about securing a financially viable and sustainable role for Licensed Service Providers (LSPs) in the NECS environment
o NECSpress e-newsletter was regularly published on the NECS website and distributed to stakeholders
o NECS presentations were made at conferences and meetings.
