• On 1 July 2010 the role of the National Office was transferred to National E-Conveyancing Development Ltd (NECDL). For more on this, see our NECSpress Issue 43 and Issue 50.

• The National Office held a second successful Forum for regulators, insurers and industry representatives on “Dealing with Risk and Liability in NECS”. Participants from all over Australia attended the Forum held in Melbourne on 4 March to discuss issues including the proposed legal framework for NECS. • In March 2010 Ajilon Australia Pty Ltd delivered its report on Non-Functional Requirements with particular emphasis on applying the software engineering quality criteria of Australian Standard AS9126 in satisfying stakeholder expectations.  Click here to view the report.

• The final report from Clayton Utz on the Legal Framework for NECS was received in February.  It outlines the purpose and performance objectives of a single national legal framework for NECS based on the National Business Model and scopes and describes the components of a suitable framework.

• Volume 2 contains a review of existing industry arrangements and the challenges faced by an
   electronic conveyancing environment and is available here.
 
• In February 2010 Ajilon Australia Pty Ltd delivered its report on extending and clarifying the Web Services requirements necessary for the NECS environment. Click here to review the report.

• The National Office with the assistance of Ajilon Australia Pty Ltd has progressed the work on National Electronic Conveyancing Data Standards by reviewing the Working Group’s draft requirements documentation and supplementing it with a message use case specification.  The requirements documentation consists of separate Operations and Administration & Maintenance requirements for NECS/Land Registry and Industry/NECS transactions and the message use case specifications.  The documents are available to review here.

• January 2010 saw the formation of National E-Conveyancing Development Ltd (NECDL). Following agreement of the Council of Australian Governments (COAG) last year, the company is to take the next critical steps towards a single national electronic conveyancing system for Australia.  In February 2010 Simon Libbis, the Executive Director of the National Office made a presentation to the Board of NECDL.  Click here to view the presentation.

• The Revenue Offices are actively involved in reviewing and developing requirements for Revenue Office integration with NECS.

• The National Project Team continues to meet regularly with a continued emphasis on developing requirements and establishing business practices for NECS.  Issues discussed include data visibility and supply, workspace access and linking, digital signature safekeeping, client access and non-functional requirements.

• The State Project Team continues to meet regularly with its emphasis on getting ready for NECS including legal framework requirements for the jurisdictions.

• NECSpress continues to be regularly published.
