NECS ECV Strategic Alignment Review
In July 2006, the National Office – on behalf of the National Steering Committee – commissioned Bolton Business Consultants to conduct a review to determine whether the Victorian Electronic Conveyancing System could be adapted to meet NECS requirements.
In December 2006, Bolton Business Consultants submitted a report that concluded the following:
Electronic settlement
With respect to electronic settlement, the ECV’s detailed functional and non-functional specifications could be substantially re-used and extended to meet NECS requirements. To maintain and improve the alignment between ECV and the NECS it was recommended that NECS focus its immediate effort on the definition and specification of its requirements for settlement functionality.
Electronic lodgment
With respect to electronic lodgment, the underlying architecture, particularly the software design of ECV, was inadequate to satisfactorily meet the requirements of the NECS. Accordingly alignment of ECV lodgment functionality to NECS was not recommended. Instead it was recommended that lodgment functionality be designed and built specifically as a national, multi-jurisdictional system based upon NECS requirements and specifications.
Shared Workspace, Administration and Maintenance
With respect to administration, the ECV was designed and built specifically to meet the requirements of parties dealing in land transactions in Victoria. It was recommended that NECS shared workspace, administration and maintenance functionality be designed and built specifically as a national, multijurisdictional system based upon NECS requirements and specifications.
