NECS Requirements Definition
The NECS Requirements Definition (NRD) has been reviewed and revised and is re-published here.
As the key document defining the functions and features of the software application and its supporting capabilities necessary for a facility that will achieve electronic conveyancing in Australia, the content has been reviewed with all key stakeholder groups through the National Project Team. It is intended to inform the subsequent development of a solution architecture capable of delivering and sustaining the system to the standards of usefulness and performance expected by stakeholders and thereafter a suitable provisioning, testing and commissioning process.

The National Business Model (NBM) describing the roles, relationships and responsibilities of the parties to property transactions and the way in which it is intended that NECS will contribute to completing transactions through aggregation of required information, preparation of registry instruments, completion of financial settlement and lodgment of electronic instruments with the relevant Land Registry. The NRD consists of six volumes as follows:
Volume 1 – Background – provides the rationale and context for the later volumes and is available here.
Volume 2 – Functional Requirements – defines the capabilities, conditions and constraints necessary for the system to deliver an effective service. The specific requirements are defined as both functional descriptions and as line item requirements and is available here.
Volume 3 – Non-Functional Requirements – defines the performance necessary for the system to deliver an efficient, reliable and convenient service and is available here.
Volume 4 – Web Services Requirements – defines the requirements for effective web services provision of the system’s capabilities and is available here. (coming soon)
Volume 5 – Data Standard Requirements – defines the requirements for the National Electronic Conveyancing Data Standard (NECDS) being developed in conjunction with the Lending Industry XML Initiative Ltd (LIXI) and is available here.
Volume 6 – Business Process Modelling – presents the functional requirements in Business Process Modelling Notation (BPMN) developed in conjunction with National ICT Australia Ltd (NICTA) and is available here. (coming soon)
