National Governance Arrangements

The governance arrangements for the development of NECS are focused on consultation and collaboration amongst government and industry.

The arrangements are as follows:

A National Steering Committee, comprising members from all jurisdictions and the conveyancing industry. This is the key decision-making body for the development of the NECS Business Model.

The National Office, which works under the direction of the Steering Committee.

Consultation Forums, which are the channel for stakeholder input to the Steering Committee and the National Office on the NECS Business Model.

State Project Teams, which provide advice on individual jurisdictional initiatives and requirements for NECS.

This arrangement, subject to continued satisfactory progress, will manage the processes necessary to:

Establish the National Steering Committee

Develop and agree a National Business Model based around a NECS as a single service provider for electronic instrument preparation and lodgment integrated with electronic financial settlement

Develop and agree the common business rule sets for the NECS

Set the standards and management arrangements for each State and Territory’s specification of its jurisdiction-specific business rule sets

Determine the ownership, control and governance arrangements for ongoing operation of the NECS

Oversee establishment of a NECS governing entity

Handover implementation responsibility for the national system to the NECS governing entity.
