The National Steering Committee Builds on Solid Foundations

The National Steering Committee met again in Perth on 29 June 2007 and reinforced the importance of pursuing a single national system (NECS) with the National Business Model as its base.  To this end the Steering Committee directed the National Office to proceed with the work on Jurisdictions Readiness Development and National Infrastructure Development. 

Jurisdictions Readiness Development is a crucial element of NECS as the jurisdictions need to be in a position to operate with NECS.  This work is being carried out through the State Project Teams and is concentrating on planning co-ordination as well as opportunities for consistency in the practice changes necessary in each jurisdiction. 

National Infrastructure Development involves setting up the entity that will operate the NECS and developing the participation rules and settlement procedure for its use. The groundwork for this has already been laid by the independent consultants’ reports on risk, regulation and governance.  The next phase is being developed in consultation with industry and government stakeholders. The work already done in Victoria is to provide valuable assistance in developing the participation rules and settlement procedure.


The meeting also endorsed Victoria’s commitment to making its ECV system available to assist the process of defining the detailed functionality requirements of the NECS.  In this way it is expected NECS will be able to incorporate many of the features of ECV and ensure its definition and provisioning is completed as quickly and efficiently as possible.

The meeting highlighted the importance of involving the full stakeholder base in developing the NECS.  The Steering Committee stressed that it was critical to maintain the engagement of and receive input from all the parties who will ultimately use and benefit from the system.

The Steering Committee endorsed more detailed work in several areas with particular involvement of key stakeholder groups in developing:

  • Participation rules for those who use the system
  • A settlement procedure for safe and reliable exchange of monies
  • A national data standard for all inter-system communications
  • A business entity to run the system and provide services to all participants.

Updated National Roadmap Documents 

Since the National Roadmap documents were last published we have received the independent consultants’ reports on risk, regulation and governance and a significant amount of feedback from our stakeholders.
