MOVING TOWARDS NATIONAL CONSISTENCY
 

There has been significant progress in developing a consistent approach among the jurisdictions in a number of areas that are critical to the implementation of the National Electronic Conveyancing System. A meeting of the State Project Teams in Canberra on 2 November reached agreement on principles underlying the development of some key practice requirements of the National Business Model.

The principles relate to verification of identity, client authorisation and instrument certification which form a vital part of the supporting arrangements necessary for the successful operation of the NECS. The consistent approach by the jurisdictions achieves another important ingredient of success for NECS which is ease of use by industry.

The next step is to review the implementation issues arising from the agreed principles and then to develop uniform procedures and documentation for review with industry.


NECS DATA STANDARDS TAKING SHAPE

The NECS Data Standards Working Group is making good progress with the work on developing common data standards with industry for communications with external systems. Members of the group have been working enthusiastically on this by first considering the transactions that take place between NECS and the land registries in each jurisdiction. They will then move on to the interaction between NECS and industry participants such as banks, mortgage processors and legal and conveyancing practices.

This work is being done in collaboration with LIXI, the Lending Industry XML Initiative Ltd, a not-for-profit custodian of data standards used in mortgage financing. Details of LIXI can be found at www.lixi.org.au.

Common data standards for communication between NECS and systems in government and in industry will ensure ready interoperability with legacy and future systems in all sectors of the conveyancing and mortgage financing industry and make straight-through-processing a real possibility.


INTERNATIONAL INTEREST IN NECS

The Property Registration Authority of Ireland recently hosted an international conference in Dublin on land registration. Entitled Registering the World, it attracted over 200 delegates from land administrations all over the world. Details can be found at www.prai.ie.

There was a major focus on international developments in electronic conveyancing. Executive Director of the National Office, Simon Libbis, was invited to speak at the conference about the Australian position.

A preliminary event to the conference was a briefing to the local Irish conveyancing industry entitled E-Conveyancing and E-Registration in the common law world – A Discussion Forum. Australia was among seven countries invited to participate. The National Business Model for NECS as explained by Simon Libbis attracted a lot of interest.
