Welcome to the second edition of the National Electronic Conveyancing System e-newsletter, "NECSpress".

The National Steering Committee for NECS met in Sydney on 24 February 2006, gearing up for a big year ahead.
Committee members endorsed a major national consultative program and briefs for four analyses on key elements of the NECS national business model. They include an assessment of the risks of the new system and an analysis of the Victorian model to establish which elements might be used to provision the national system.

Consultation across all jurisdictions and amongst all stakeholder groups is vital to making the NECS business model work.
The national consultation strategy will see Simon Libbis, the Executive Director of the National Office and his consultation team gathering the views of everyone involved.
Consultation will take place via online forums, an innovation which sets the tone for the Office’s push towards taking the business of lodging and settling transactions online.

We are in the evaluation stage of expressions of interest for the four areas of analysis to be undertaken this year on the National Business Model and Implementation Strategy, as noted above. The areas are a risk assessment, a regulatory review, an analysis of the Victorian e-conveyancing system and the design of ongoing governance arrangements for NECS. The short-listed candidates will be invited to tender, with kick-off scheduled for late April 2006.

The UK Department for Constitutional Affairs announced on 15 February that an electronic conveyancing pilot for domestic sales in England and Wales is planned for the end of 2007 with the expectation that electronic conveyancing be compulsory for most transactions by 2009.

The National Office welcomes Jennifer Haydock as the Consultation Manager.
Jennifer has a diverse gackground in consultation, property development and communications. Her rich employment history has spanned roles as CEO, legal practice, business development and consultation management in Australia, New Zealand and the UK.
Jennifer will be managing the Office's national consultation strategy. She joins the Office team of Simon Libbis, Jackie Bailey and Melinda Franks.
