There are four types of user of the NECS – Subscribers, Users, Certifiers and Accredited Certifiers. Click here for how the types of NECS Users might match up with typical industry roles at a glance.
Subscribers are generally business entities (corporations, partnerships and government agencies) represented by an Authorised Officer but they can also be sole practitioners trading in their own right. Users are employees or contractors of a Subscriber and Certifiers are Users who are also practitioners or specially authorised employees or contractors. All Certifiers are Users but not all Users are Certifiers. Accredited Certifiers are Certifiers who are also accredited by a Land Registry. A Subscriber can have more than one Authorised Officer to cover circumstances in large organisations when an Authorised Officer is not available.
Every User and Certifier is linked to a Subscriber but Users and Certifiers can be linked to more than one Subscriber through different user-ids. This allows individuals and practitioners in particular to work under contract to more than one Subscriber. Authorised Officers on behalf of the Subscriber can assign Users and Certifiers to one or more workgroups consistent with their responsibilities in the Subscriber’s business.
In these arrangements Subscribers are the insured entity responsible for the proper use of the NECS, Users do the work of preparing the information needed for transactions, and Certifiers ensure everything is in order for settlement and lodgment before certifying and signing.
Sole practitioners trading without a separate business entity can be a Subscriber, a User and a Certifier (or Accredited Certifier). Businesses trading as a trust have the trustee as their Subscriber.

The NECS Operations Description sets out the way you will be able to use the NECS. In most cases, use of the NECS will follow these four stages:
1. Establishing credentials This occurs once for most Users and for many, will be arranged by their employer. The business (partnership, corporation, sole trader etc) applies to be a Subscriber to NECS and nominates its employees and contractors as NECS Users. Those Users who are practitioners, specially authorised employees or contractors then apply to be Certifiers. A sole trader who is a practitioner can apply to be a Subscriber, User and Certifier. Once established in the system, Users and Certifiers are credentialed as long as they and their sponsoring Subscriber continue to satisfy the minimum requirements of their respective roles or until notification of their withdrawal from use of the system.
2. Creating workspaces This occurs for each transaction and results in automatic population of the workspace with title information. Once a workspace is created, other Users representing the other parties to the transaction can be invited to participate in completing the workspace. Workspaces can be created and completed by non-practitioners, such as clerks and paralegals.
3. Completing workspaces This occurs as often as necessary and may be combined with creation of the workspace and with verification of the workspace information at any time against the appropriate title register.
4. Certifying and signing of instruments, settlement statements and information reports This occurs prior to settlement and after the workspace has been completed. The instruments, statements and reports are formatted by NECS using information provided in the workspace and presented for review, completion of certifications and signing on behalf of the transacting party being represented. Certifications and signings can only be completed by a Certifier. A Certifier representing each party participating in the transaction must complete separate instruments, settlement statements and information reports.
Then financial settlement takes place automatically at the scheduled time and instruments are then lodged with the relevant Land Registry and any infomation reports forwarded to the relevant Revenue Offices and valuation and rating agencies.
