I am pleased to welcome you to the first edition of NECSpress, the electronic newsletter for the National Electronic Conveyancing System (NECS).
The Australian approach to land registration has always been characterized by an initiative and willingness to evolve with the times and the needs of the community. This was well demonstrated by the introduction of the Torrens system of land titling in the 1850s.
Echoing that historical achievement, all state and territory governments came together with industry on 25 November 2005 for the first meeting of the NECS National Steering Committee. The members of the committee confirmed their support for a national system, which will inevitably deliver significant savings to the industry and to the community. I congratulate the committee on its foresight and commitment and I look forward to working with it during this important developmental stage.
Australia is one of a growing number of countries worldwide, such as the United Kingdom and Canada, beginning the transition to paperless conveyancing. With its rigorous, consultative and practitioner-focused approach, Australia is set to be a leader in the field. I am delighted to be a part of this historical and worthwhile project.

All state and territory governments are working together with industry to develop a national online system that will streamline the settlement process for the millions of properties sold across Australia each year.
A National Electronic Conveyancing System (NECS) Steering Committee, chaired by former Chief Solicitor and General Counsel for the Commonwealth Bank Group, Les Taylor, met on 25 November.
All members confirmed their commitment to a national approach and will meet early in 2006 to finalise the committee’s structure and endorse a rigorous work program being developed by the newly formed National Electronic Conveyancing Office.

The National Electronic Conveyancing Office was set up towards the end of 2005 to support the National Steering Committee and make the NECS into a reality. The Office’s Executive Director is Simon Libbis, former Registrar-General of South Australia.

Consultation is absolutely critical to ensuring that the NECS works for all stakeholders. The National Office is currently in the process of setting up Consultation Forums to discuss the National Business Model and Implementation Strategy and any other issues relating to the realization of NECS. State and Territory project teams are also being established to advise the Office and the Steering Committee of jurisdictional activities and requirements.
The Executive Director of the National Office, Simon Libbis, has undertaken an extensive preliminary awareness-raising campaign. By early February Simon will have visited members of the conveyancing industry in every jurisdiction in Australia.
