National Consultation Program
By early 2007, the National Office had implemented a National Consultation Program seeking input and feedback from government and industry stakeholders on the proposed NECS National Business Model and Implementation Strategy.

Key initiatives
The National Consultation Program consisted of the following stakeholder engagement initiatives:
• NECSPress newsletter was launched in January 2006 to keep all interested stakeholders aware of developments and inviting them raise any issues or concerns. To date, 36 issues have been published.
• NECS Roadshows were held in each jurisdiction between 8 May and 31 May 2006 to acquaint stakeholders with the proposed system
• the NECS Operations Description was published in July 2006 to provide industry and government with an overview of how NECS will work
• An Online Forum was set up in August 2006 and remained open as a consultation tool until late 2007.
The forum focussed on the following topics:
o Who uses NECS: User identification, accreditation and training
o How to use NECS: System access and usage
o Settlement using NECS: Settlement process and payments
o Lodgment using NECS: Lodgment process and security.
• industry and government stakeholders were invited to provide formal feedback on the Online Forum topics on 30 August 2006
• open forums were held in Sydney, Brisbane, Melbourne and Adelaide between 18 October and 2 November 2006 to enable stakeholders to discuss issues and debate concerns
• industry stakeholder groups were invited to comment on the uniformity issues being addressed by the State Project Teams on 11 September 2006
• extensive stakeholder consultation requirements were incorporated into the independent expert advice sought by the National Steering Committee and the findings were presented to a Stakeholder Working Group of national industry and government representatives on 1-2 March 2007.
• National Project Team was formed in 2008 and consists of representatives from the Australian Institute of Conveyancers , Australian Bankers Association Inc.,Information Brokers and Law Stationers Association, Law Council of Australia, Land Registries ,Revenue Offices, Mortgage Brokers, Mortgage Processors and Professional Liability and Fidelity Cover Providers.
It meets regularly to consider substantive issues for the development of NECS and has resolved a considerable number. The NPT is a very effective stakeholder forum for negotiating industry compromises.
• National Office workshops in electronic conveyancing were undertaken in every jurisdiction during 2009.
• The National Office held it's first Regulators and Insurers Forum in November 2009 and the second will take place in March 2010.
• The National Office has sought expert legal advice on many areas and all of these consultancies required extensive consultation programs.
Progress Report
In March 2007, the National Office published a National Consultation Progress Report. Key findings of the consultation were that stakeholders considered:
• the National Business Model to be sound in its presentation of a definitive and inclusive proposal for electronic conveyancing in Australia
• the prescription and application of procedures for verifying the identity of transacting parties were the most important procedural requirements associated with the use of NECS
• much more needed to be explained, explored and resolved about the detailed operations of NECS and its integration with industry practices in each jurisdiction.
The National Consultation Program highlighted areas for further consideration, including:
• system security and procedural rigour
• effective risk management
• flexibility in processes and arrangements to meet NECS user requirements.
The findings of the National Consultation Program were used to update and republish the Roadmap documents in the second half of 2007.
