National Electronic Conveyancing Office
The National Electronic Conveyancing Office (National Office) was created by the State and Territory governments in August 2005 to establish and support the National Steering Committee in the development of NECS.

What we do
The National Office is tasked with:
• supporting the National Steering Committee to give strategic direction to the NECS development and implementation
• facilitating the operation of the National Project Team and the State Project Teams to provide the National Steering Committee with advice on key aspects of the National Business Model and its implementation
• consulting widely within government and industry with a view to securing support for and commitment to the National Business Model and National Implementation Strategy
• securing Independent Expert Advice for the National Steering Committee as needed
• developing a funding model for the commercial operation of NECS as a service to all industry participants
• preparing detailed plans for provisioning, testing and commissioning NECS
• working with LIXI to develop National Electronic Conveyancing Data Standards (NECDS).
The National Office is located in Melbourne and is funded by contributions from some jurisdictions and industry stakeholders.
Who we are

Executive Director, Simon Libbis
Simon Libbis was Registrar-General of South Australia before taking up his current position as the National Office Executive Director. Prior to this, Simon had been a legal practitioner in Melbourne, specialising in property law. He is the author of a number of books on property law and has had an extensive involvement nationally in the introduction of electronic land dealings.

Operations Manager, Ann Kinnear
Ann is an experienced legal practitioner with further qualifications in business administration and workplace training. She has professional experience over a wide range of areas, including legal practice, management of legal practices in receivership, lecturing in law and conveyancing, and policy advice in government.

Administration and Communications, Lorraine Paul
Lorraine Paul is the National Office Business Administrator, responsible for the NECS website, communications, accounts and human resource functions. Lorraine was formerly a Senior Business Executive for NIIT Ltd, a premier IT education and software company, with international offices across 40 countries. She has professional training on Crosby Quality Education Systems and Selling Skills by Team Productivity from the National Institute of Sales in India.
