PRACTITIONER READINESS


During NECS implementation, legal and conveyancing practitioners will ready their systems and procedures to use the new electronic system.

Practices using proprietary case management systems will rely on their suppliers to enhance their products to integrate NECS and make it accessible via web services, as well as provide appropriate training and support. Practices using in-house developed systems will do this work themselves.  In both instances, systems modifications, testing and commissioning will be assisted by NECS through adequate lead-time and the provision of a web services testing and accreditation facility.

Other practitioners intending to use NECS with an Internet browser, either directly or from a Licensed Service Provider (LSP), will secure their training from NECS or their LSP. NECS also will provide online training facilities as well as a training DVD and telephone support.

Before practices can use NECS to complete their first transaction, they will be required to successfully apply to become a registered NECS subscriber, register one or more users and appoint a registered certifier. Sole practitioners will be able to be registered as a Subscriber, User and Certifier. Applications will be available both online and manually. Online applications will require the pre-purchase of a compliant Digital Signature Certificate and commitment to NECS’ Participation Rules.

Legal and conveyancing practices of all sizes will develop and implement in-house arrangements to ensure compliance with nationally-consistent Client Identity Verification (CIV), Client Authorisation (CA) and Supporting Evidence (SE) requirements, including document storage and retention.
