The initial task of the NECDS Working Group was to develop national data standards for mortgages, discharges and transfers to allow electronic lodgment of these registry instrument types.  By early 2009, draft requirements for transactions between NECS and Land Registries had been developed and the working Group moved on to the requirements for transactions between Industry and NECS. 

The purpose in developing data standards is to convert these draft requirements into XML schema that fully describe the content of Web Services messages between NECS and Land Registries.  To facilitate this, the NECDS Management Group in mid 2009 endorsed the development of a single, controlled vocabulary for terms used in the NECS environment including wherever possible their synonyms used in the various States and Territories.  A sub-group of the Working Group was tasked with developing the NECS Vocabulary and late in 2009 it was made available to all Working Group members for review.  In due course, the NECS Vocabulary will be merged with the LIXI Vocabulary as part of the XML schema production activity.

The National Office with the assistance of Ajilon Australia Pty Ltd first reviewed the Working Group’s draft requirements documentation and supplemented it with a Message Use Case (MUC) specification.  Those initial requirements and specification were published in March 2010 and were the basis of LIXI's commissioning of the first development of XML schema for the data standard by Smart Services CRC.

In conjunction with the production of the updated NECS Requirements Definition (NRD) incorporating the results of extensive stakeholder consultation  within and outside the LIXI membership, Ajilon were engaged to revise and extend the MUC specification and an updated version is incorporated into Volume 5 of the NRD available here.

The revised MUC specification and the NRD volumes generally are drafts only and continue to be reviewed. The MUC specification in particular is to be reviewed by the LIXI Working Group.  If you are a LIXI member you can provide input to the documentation here. Following the Working Group’s review, it is expected that a revised and enhanced version of the XML schema for messaging to and from NECS will be commissioned.
