Message from Les Taylor, Chairman of the Steering Committee

In January this year I welcomed you to the first edition of NECSpress. I am now delighted to be able to welcome you to the first anniversary edition. The National Electronic Conveyancing Office has been in operation for one year, having commenced on 22 August 2005.

At the first meeting of the Steering Committee, the national office presented a proposed work program which some thought highly ambitious. It is gratifying to see that the work which is leading us to the National Electronic Conveyancing System is now well underway. Much has been achieved in a relatively short time.

A critical success factor for NECS is the continued support and cooperation of our government and industry stakeholders. This has continued to grow over the last year as is evidenced by the level of participation at all levels of the national office program.

Many people have made contributions in a variety of ways to the progress of NECS over the last year. This ongoing commitment is greatly appreciated and gives us enormous confidence in the future of NECS.

Message from Simon Libbis, Executive Director, National Electronic Conveyancing Office

One Year On

On 22 August 2005 I commenced in my role as Executive Director of the National Electronic Conveyancing Office. There was never any doubt in my mind that NECS is the way forward for conveyancing in this country. The way things are progressing has confirmed this view.

Well before the National Office was established, a significant amount of work had been undertaken in developing a national system for electronic conveyancing. All Australian states and territories contributed to this as did industry stakeholders. The first challenge for the national office was to convert this high level of cooperation into a formal governance structure to enable NECS to move forward. Due to the overwhelming support of government and industry stakeholders we were able to achieve this. The structure we now have which includes the steering committee, jurisdiction project teams, consultation forums and the National Office is working extremely well.

Numerous people have assisted in the creation and ongoing operation of the national office. Without that help our task would have been very difficult. I thank you all most sincerely and look forward to continuing to work with you as we move towards the National Electronic Conveyancing System.

The National Office Achievements

In the past year, the National office major achievements have included:    

  • Set up the National Office – August 2005
  • National campaign to raise awareness of NECS – September to November 2005
  • Established the National Steering Committee – November 2005
  • Set up and met with State and Territory NECS project teams – January 2006
  • Conducted presentations on NECS in all states and territories – May 2006
  • Published the NECS Operations Description – July 2006
  • Launched the online national consultation forums – July 2006
  • Conducted a high-level review of the NECS and Victorian EC system alignment – August 2006
  • Commenced independent consultancies on risk assessment, regulatory review and ongoing governance arrangements – August 2006

The year ahead presents a number of challenges which we look forward to taking on. They include:

  • Developing the NECS funding model
  • Completing the national consultation process
  • Receiving the final reports of the independent consultancies
  • Reviewing in detail the Victorian EC system for national fit
  • Obtaining national sign-off on the NECS business model and proposed operations
  • Planning NECS implementation
